Summary: It's an OK pencil
Comment: Full disclosure: I am a Mally superfan and have many of her products.
However, this pencil is nothing special. I have probably 4 of them, but they came as part of kits. I have black, grey, and navy. This is not something I would buy on its own. It creates a tight line, but it's not soft and the tip breaks off a lot. I do like that I never have to sharpen it.
It's fine if you receive it in a set, but if you need a black liner, you could have the same effect w/ a drugstore brand.

Summary: Buy the city chick smokey eye kit
Comment: I bought the City Chick Smokey Eye Kit in "Skyscraper". The eyeliner pencil comes in the kit with the eyeshadows. I will say it is a thinner and smaller tip so the line does not form as thick as a typical pencil. Gives the eye gentle definition, but applying a bit more allows for a darker look. However, with the kit you get four eye shadows that is why you should just splurge for the kit.
